Dewberry, a privately held professional services firm, has announced the promotion of more than 70 employees nationwide, including six in the firm’s New Jersey, offices. These promotions include: • Tony Fulco, PE has been promoted to senior vice president. Fulco serves as the business unit manager in the firm’s Bloomfield, New Jersey, office. He earned his bachelor’s degree in civil engineering from the University of Delaware (1991) and is a member of the American Council of Engineering Companies of New Jersey where he serves as chair of the New Jersey Turnpike Authority design committee. Fulco is also a member of the American Society of Civil Engineers (ASCE), where he leads the transportation technical group. • Peter Agnello, PE, has been promoted to associate vice president and is the highway department manager in the Bloomfield office. He holds a bachelor’s degree in civil engineering from Rutgers University (1990) and is a member of ASCE and the American Society of Highway Engineers. • Charles Stebbins, CPG, CHMM, LSRP, has been promoted to senior associate. Stebbins is a senior project manager and senior geologist in the environmental group in the firm’s Parsippany, New Jersey, office. He earned a master's in construction management from the Stevens Institute of Technology (1999) and a bachelor's in geology from Rutgers University (1991). Stebbins is a Certified Professional Geologist (CPG) with the Colorado-based American Institute of Professional Geologists. He is a Certified Hazardous Materials Manager (CHMM) and past president of the New Jersey Chapter of the Alliance of Hazardous Materials Professionals. In addition, Stebbins is a Licensed Site Remediation Professional (LSRP) with the State of New Jersey, responsible for investigating and cleaning up a variety of contaminated sites state-wide, on behalf of multiple transportation and utility clients. • Edward Bier, PE, Christopher Ellis, PE, and Lawrence Smith, AICP, PP, have been promoted to associate. Bier is a senior project engineer in the Bloomfield office. He earned a master’s degree in structural engineering from Manhattan College (1990) and a bachelor’s degree in civil engineering from the State University of New York at Buffalo (1986). Bier is a member of the American Railway Engineering and Maintenance-of-Way Association and ASCE; and was recently named Engineer of the Year by ASCE North Jersey Branch. Ellis is an assistant department manager in the Bloomfield office. He earned a master's degree in geotechnical engineering (1996) and a bachelor's degree in civil engineering (1992) from the University of New Hampshire and is a member of ASCE. Smith is an assistant department manager in the Parsippany office. He earned a master's in environmental planning from Arizona State University (2003) and a bachelor's in environmental studies from Binghamton University (1995). Smith is a member of American Planning Association, American Institute of Certified Planners, and the National Association of Environmental Professionals.
